Cement manufacturing is a complex process that begins with mining and then grinding materials that include limestone and clay, to a fine powder, called meal, which is then heated to a sintering temperature as high as 1450 C in a cement kiln.
Step 6 : Finish Grinding. The clinker is ground in a ball mill—a horizontal steel tube filled with steel balls. As the tube rotates, the steel balls tumble and crush the clinker into a super-fine powder. It can now be considered Portland cement. The cement is so fine it will easily pass through a sieve that is fine enough to hold water.
The last stage of making cement is the final grinding process. In the cement plant, there are rotating drums fitted with steel balls. Clinker, after being cooled, is transferred to these rotating drums and ground into such a fine powder that each pound of it contains 150 billion grains. This powder is the final product, cement. Methods of Manufacturing Process of Cement. At present Portland Cement is manufactured by two processes, Dry Process, and Wet Process. The main difference between these two methods of manufacturing of cement is that in the dry process, calcareous and argillaceous materials are fed into the burning kilns in a perfectly dry state.
The manufacture of Portland cement is a complex process and done in the following steps: grinding the materials, mixing them in certain proportions depending upon their purity and composition, and burning them to sintering in a kiln at a temperature of about 1350 to 1500 ⁰C.

There are four stages in the manufacture of portland cement: 1 crushing and grinding the materials, 2 blending the materials in the correct proportions, 3 burning the prepared mix in a kiln, and 4 grinding the burned product, known as “ clinker,” together with some 5 percent of gypsum to control the time of set of the cement .
